Chicago (home of some of the strongest gun laws in the world) has a giant sized problem with gun deaths. Chicago despite its reputation
as a gun free city has a gun problem. Law abiding citizens are virtually forbidden to have guns in the city. But gang members and drug dealers aren't paying attention to gun laws or any other laws.
Chicago's high gun death rate in the past was due to turf wars between rival gangs
which function like drug dealing franchises. The protocol was something like this: Say two gangs, Stupids 9 and the Mama's Dummies have a dispute. A Stupids 9 member has started selling drugs on a corner that Dummies claimed The Mama Dummies show up to beat down the invading Stupids 9 member. The Stupids 9 member promptly shoots the the lead Mama's Dummies member in the head. The remaining Dummies back off and the Stupids 9 member flees. The drug trade moves elsewhere for a time. What with the ambulance and police and all. That corner is not available for drug dealing for a while. The gun death is duly recorded and gun laws were increased.. Some time later Mama's Dummies members are riding around and see a Stupids 9 member next to their turf. They ride by and shoot the Stupids gang member in the head and chest in retribution. Another gun death is the result. And so on....
In the past century gun deaths in Chicago spiralled out of control. Despite Chicago's severe anti-gun-laws violence increased. Chicago passed oppressive zero tolerance laws against guns, gang violence escalated. Then for unknown reasons gang members began to shoot each other in the rear end instead of the head. Standard gang behavior changed from head shots to butt shots. Gangsters began butt shooting their rivals. They even butt shot their mothers and cousins. It became a kind of badge of passage to have a been butt shot. Gun deaths still resulted. But the gun death rate was reduced.
